Preheat oven to 350.
For the cheese layer, blend the cottage cheese, parm, and egg. Set aside
For the sauce, brown the meat in a large skillet with the onion and garlic. About 10 minutes. Remove any excess fat. Season with Italian seasoning, salt and pepper. Pour in tomato sauce and the sugar. Stir, adjust salt and pepper, and simmer for a couple of minutes.
To assemble, layer a 9x13 or 8X11 pan with 1 cup sauce, then noodles, 1/3 of the cheese. Sauce, noodles, then another 1/3 of cheese. More sauce, noodles, last of the cheese, last of the sauce. Top with mozzarella and a little parm.
Cover with foil. Bake at 350 for 40 minutes. Can broil (uncovered) for a few minutes at the end to get the top browner.
